I'm not sure you can deplete the seed bank completely. And, just because you can't see them doesn't mean they aren't there. When I was testing my theory about fall applications of Roundup, our best test was to make a pass diagonally across a field where we didn't see anything in November (I-70 corridor). In the spring, you'd have thought Roundup had residual.

All that said, if you get your cover established early enough, you may outcompete the winter annuals enough that they are not an issue.
