Thank you that worked with a minor modification.

=IFSUM(A1:A20,"*TREASURY*",B1:B20)

Putting the * on both sides of the word treasury was necessary to find all the expenses for both county treasury and federal.  Just putting in treasury found nothing and putting in United States Treasury of course only found the USA treasury.

I tried it on Excel and LibreOffice Calc so that's great.
