The township is responsible for the culvert maintenance. I'm a township supervisor.

We require a 15" in our township. You buy the first one, we maintain it after that. We are replacing and upgrading a few old ones every year.

After a call to your township supervisor, they will probably call a sewer jetter to clean it out. I estimate it will cost the township $300-400.
