Subject: Township culvert plugged up, who is responsible?


I have a small farm that has some drainage issues on one corner. I talked to the owner today and he said it is getting worse over the last 25 years. We think the culverts under the 4 way intersection are possibly plugged with silt/sand. There is 4-5' deep ditches on all sides. Hard to really see since theyare way undersized and in the mud way down. It was so bad in 2015 when we had 30" of rain in June he had to pump water across the intersection to save his house. What should be the expectation or responsibility of the township? I know I can't dig up the intersection to fix.
