For mobile phones I have truecaller.com.   It's an app that you use to call.  The community across the world has labeled "spam" calls so when a number comes up it may say 325 people have labeled this as a spam number.  It has ads that show up but they are intrusive or annoying.   You get a chance to state whether a phone call is acceptable or not.
