You should get good growth and fall forage if it has moisture to germinate and get going now. We just got done planting ours and provided we have a normal frost get excellent growth and are north of ya. The brassicas and oats will keep going till it gets down in the teens. As for the blend, that's more pounds than we plant. We ended up going with Arrow seeds in Nebraska for our blend. We use their soilbuilder mid summer mix which has 12 different seed types including peas & lentils for N fixation. We plant 25 lbs of the mix and get excellent results. Think it was around $1/lb for the mix.
