Get them foamed
It will be about the cheapest thing you can do other than keep fixing flats and as you have found, that isn't cheap in time wasted.

Seems like the ones we had done cost about $130 each. I expect to take them off when we scrap the cutter.

The stopleak isn't very effective used in a tube. Better than nothing, but nothing like as effective as putting it in a tubeless tire.
