A couple questions here. First off, what flowmeter are you using? One for a 24-row(cal # 185-191 or so), or one for a 16-row(should have a cal # around 440-460 or so)? When using the factory LF system at lower rates, we've had much better success using the 16-row flow meter on 24-row planters. The rate stays much more constant.

Question #2. Is the LF pump ran off by a PTO pump or by tractor hydraulics? We've ran into some that are running off the PTO pump that were giving problems because the unloader valve pressure was low. The pressure required by the vacuum fan and seed drives was less than required to operate the LF system. Sometimes adjusting/replacing the unloader valve on the multi-valve would fix the problem or make it better. The best fix was to move the LF system hydraulic plumbing to operate off the other multi-valve that ran off the tractor's hydraulics. The higher operating pressure made the LF pump operate much more consistent/smoother.
