I think I fixed a similar mouse problem by purchasing a new mouse. I don't believe that I had to use the new mouse, but just the mere ordering caused the ill mouse to do a better job.

It could be a bad connection with the mouse. Some older systems couldn't handle a mouse coming disconnected midstream. A USB mouse will typically respond to unplugging and plugging back in while the computer is running.
