Generally you pay what you want, but you get what you pay for. It is possible to set up a website for free (as long as you don't count your time), but these sites often carry advertisements, spartan featuresets, minimal technical support, etc, and they often don't support custom domain names. (For example, your church's web address might end up something like "www.thewebhost.com/johnschurch" or "www.johnschurch.thewebhost.com".

For between $50 and $100 a year, you can get a reliable webhost, a decent amount of server space, and all the functionality most sites need/want, including custom domain names (www.johnschurch.com). Then the actual site development is up to you. You can create your own from scratch, use a host-provided tool, use a third-party tool, or hire someone to create the site for you.

If you haven't already, you need to get your church's leadership team together and decide what you want your site to do for you. Is it just going to be a static "online brochure", with some photos and text that rarely change (directions, mission statement, etc.)? Or will you want to keep it very current with upcoming events, new photos, message boards, announcements, downloads, streaming audio (sermons, etc.), online event registration, etc??? The kind of site you want will be very important as you look for a host and/or developer.
