NW Washington
The long time no-tiller form Chile, Carlos Crovetto, sometimes rakes excessive wheat and barley straw into windrows and then seeds between the windrows. The windrows are spaced to match multiple drill passes. The windrows are greatly decomposed by the time the next crop is seeded and can be scattered out. He grows some high yielding crops under irrigation and this farm is in a relatively warm climate.
