OT, some - but around here most manicipalites give home owners a break on sewer charges in the summer. They look at winter water use and compare it to higher summer use and agree that the more water use during the summer is washing cars and watering the grass. So sewer rates in the summer are based off winter amounts. It's a guess on their parts, but works out and makes home owners happier.
