In our little bit of experience with tracks we found there is quite a bit more rolling resistance than tires. My brother mentioned that even with a full spreader you almost have to "pull" it down a hill. I wouldn't think that tracks would slow you down from 15 to 11 miles an hour though. I would maybe check if all the idlers and midrollers spin freely.

I measured our Cat undercarriage and there is a maximum of 1/2 inch of track droop in the middle so I wouldn't have guessed that yours is too tight. That is with the recommended 100 psi in the airbags.
