If this is occurring on hard ground then something must be dragging and burning up energy. Does the cart have brakes on it and could they be dragging at high speed? I would pull it around at high speed and then stop and carefully feel around for what is getting hot. Something must have friction to make it pull hard and that thing will get hot.
