A couple of things come to mind: 1) are you sure that the TX and RX are not reversed?, 2) is the receiver configured properly?.

The receiver would need to be configured to 4800 8-N-1 with GGA and VTG ON. All other messages should be OFF.

What brand of receiver is it? Was it working properly with this PF3000 in another application?

The TX and RX lines can be confusing because it depends on which end you are referring to. The PF3000 needs to be connected to the Receivers GPS Tx out and the signal ground also. It would not need to be connected to the Receivers GPS Rx.

As I remember it, the IH combine harness has 5 wires. Power to the GPS (needed), Ground to the GPS (needed), GPS from the Receiver (needed), Communication to the Receiver (not needed) and signal ground (needed).
