I guess it should work. The cost of all the NH3 shutoffs will be quite considerable.
With a Raven controller it is suggested to have a Master shutoff which then feeds the individual sections. This is necessary to shutoff the liquid line going back to the cooler.
If only section valves were used the liquid would continue to flow through the coolant line at all times.
