Your plan sounds fine, it's similar to what I do here on irrigated ground. We double crop every chance we get. Oats for hay followed by hay millet produces a lot of tonnage per acre. Then we can plant triticale which gives us the option of grazing or for feed the following summer followed by whatever after that. If you want a legume you could plant vetch or clover in a cover crop.
