Yes, no question the wind makes a huge difference to the warm up time and efficiency of a block heater on anything. Warm up time varies depending on the size of the block heater and engine. My 1500 watt block heater on the old Massey will have that 300 Perkins warm to touch in half an hour and it will start. Bigger 2090 with the frost plug type needs a couple of hours to get much benefit. Sure , it might start at ten degrees without heating but I won't do it unless it is a matter of life and death. The engine will stumble and miss and smoke like a freight train when it finally starts. A little time with the block heater makes all that go away. Better for the engine too.
