Personally, I do not want any US refiner capacity used to refine any oil that is exported outside the USA (domestic or imported crude) - that'd be my trade off for keystone pipeline.

I agree but, isnt it a global market anymore ?



How would refiner cap for oil be any different than refiner cap for ethonal,should all ethonal stay in the US also?
