Probably find several people more familiar with Caravans than I am, never been in one and it's just not a bird that I see locally here.  TxPope pretty much gave you the answer, the tradeoffs between performance, weight, and complexity are not there in that application.  Start getting over 200 knots cruise speed and the scale would tip more towards retractable gear.
