Outlet tester, like the one pictured in your link, $5-$10 at Walmart, Home Depot, etc. As an electrician I use expensive Fluke and Klein meters but these little gadgets really work. Fits in your pocket, will tell you right away if there is power and if it is wired correctly. For example if missing ground, neutral, or backwards. Won't solve all your electrical problems, by can be an easy first step in troubleshooting. By far the cheapest electrical tool I own!
Also not a bad idea to invest in a good meter. My Fluke clamp meter is 15+ years old.
Always check it first, even if you think it is off. Could tell you lots of stories.....
