Also, it's because they (the ones without id or locale) will say things they don't want their neighbors to question them on when they meet, so they pretend to be from nowhere...or as one poster lists him/herself as being from "the internet". That's really coy.
I find the username of the poster you are referring to very appropropriate also! ;-)
