I worked for Cargill in the early 90's in the grain elevator and processing businesses. When say a soybean roller mill got worn and was no longer working to spec they didn't buy a new one they sent the old one off and had it refurbished to new specs. They allocated capital to the highest return on investment. If they were considering a new investment or enterprise it had to show a long term roi of 15% or greater or it was a no go. This is very much along the same lines as the above posters.
