Large teats and a big full looking bag does not mean she has milk. It could be edemna or swelling. That can make it "look like" she has tons of milk. Might talk to vet about oxytocin, not sure if that might help at this point or not. Other than feeds high in Calcium my only other idea is sometimes they drink more if the water is warm, could try that.
She might never had a lot of milk for him.
