| It has something to do with the shallow loss program. In a nut shell you can still get a DCP payment on a farm if its determined there was a loss on the farm that year. It's will be call a disaster payment and not a DCP payment. The gripe about DCP was the fact that farmers collected it even if they had a great year and now losses. It's more complicated than that but that's it in a but shell.
