Usually the entity putting a lease or easement on a property requires the lein holder or mortgage holder to sign off on any restriction that is going to be placed on the land. The reason for this is so that the holder of the lein knows what is happening that could potentially devalue the land. If the lein holder does not sign off, the restriction should not be placed on the land.
