On a whim they can punish those farther down the supply chain just by withholding fuel or demanding a higher price from those distributors who blend more ethanol.
Now if the blending pumps & tanks were widely available it might be harder for them to enforce because ethanol producers could bypass the system by supplying fuel ethanol directly to retailers and the customers could vote with their pocket books. The oil companies could still object but they risk losing control. They raise their price more ethanol gets sold because the consumers have an immediate option. |
