Free (ish). big Oil is doing everything in there power to throw up road blocks for increased blending of ethanol.
The real issue with the mandate is not corn-based ethanol (exports will probably just increase because ethanol is the cheapest octane on the world market...by far). The impact will be felt greatest in soybeans as biodiesel production growth will stop.
