I suggest we do both: fund a tax break and cut the budget.  That should be compulsary.

 Macroeconomics is above my current understanding of the world, but if they choose  to print or rebate (QE is a bit different than printing), they should target the right spenders.  Maybe municipalities are the better route; they at least point it towards infrastructure.
