I've heard  best places to stimulate the economy is to low wage earners or other demographics who are not typically savers.  I had an economics prof sum it up- the best stimulus is to throw money out of an airplane.  Any flat rate refund would be regressive and probably work better.  I am surprised they did not continue the first time home buyer fed tax credit if the were concerned about real estate.
