Maybe I didn't explain it correctly. You can't touch the leach field without the ok from the health department as they are the authority on that. But little does everyone know that in all of Indiana no building department has any kind of authority over any individual that does his/her own work on the home/buildings that they own/live in. No codes have to be followed and no permits have to be paid for. It is right in the Indiana laws that gives the counties the power to make up a building department. The very last line is the one that proves the exemption. But like I said, the leach field is under the authority of the health department and those rules are solid. Believe me, even the building departments don't know about the exemption but when you go in there and prove to them they get real upset about it but can't do a thing. However, when I built my house I did meet every current building code and allowed the inspector to check things over.
