If the plumber is insulating under the concrete with bubble wrap (regardless of the brand name or if it has foil on it) he has proven he doesn't have a clue what is going on. That is a waste of your money and will cost you extra money for as long as you have the building. Spend an extra day or two and drive down to Sullivan, IL and get a load of foam board seconds from Ken Nichols and do it right.
