I seem to remember that they have a fine mesh screen in the inlet ot the carburetor that when it get almost plugged the tractor will have symptoms like this. Carburetor bowl fills up when it is not running, but then when the engine starts it soon uses the available fuel in the carb and then stalls out because of lack of fuel.
