While that inlet screen is a common problem, any restriction in the fuel plumbing like varnish filled lines, or screens or a plugged gas tank vent can do the same thing. Though the plugged gas tank vent will probably let the tractor run for 15 or 20 minutes before stalling from lack of fuel.

The basic check is to remove the drain plug that is generally in the bottom of the float bowl. Then gasoline should run out in a continuous stream about the size of a pencil for as long as there's gas in the tank. If there's a cup splash, then a dribble, there's a restriction that could be anywhere from the float needle valve to the tank and it could be some restriction in several places.

The same problem shows up in ALL vintage tractors of all makes. If comes from dirt in the fuel and fuel that turns to varnish while it sits.
