First off the interstate in Illinois is patroled by state so its the states revenue. 2 in Illinois any trailer over a certain wieght has to have brakes on all axles. In Iowa as I understand it, farm equipment and trailers and wagons without lights or lisence need to display a slow moving vehicle sign, vehicles traveling faster than 20MPH are not to display the SMV sign. Catch 22 problem
