What are you running for manifolds?  You need to create back pressure so the control valve is in the open part of it's operating range.  Manifold pressure should be 50-75% of tank pressure.  That low rate with no backpressure makes the control valve do all the metering.  It can also do a poor job of putting equal N to each knife, but that's harder to see.
