I don't think it is as simple as just hooking up the laptop. I believe they have to put in a different tranny controller, think its called a TECU, for the 30 mph speed. I also think you have to have the air brake hookups for implement brakes in addition to the suspended front axle. If you have the air brakes and suspended axle I would think your dealer could get the new controller and install it for you.
