If the stalk above the ground has frozen it will not sprout. You can dig the root out and move the root mass to your plot. This will be a lot of work. I am guessing there is at least one hobby farmer in your area who has a few stalks of sugarcane that could be planted. By the way, in your area it would probably be best to plant the cane in September through February.
