28% at 10.6 pounds per gallon has 3 pounds per gallon, costs 59.7 cents per pound of N.
32% at 11.4 pounds per gallon has 3.65 pounds per gallon, costs 59.03 cents per pound of N. 32% gives you 21.6% more N per ton or gallon. There may be benefit to S which appears to come for free with the 28%. You won't notice the difference if you are applying more N than is needed as typical.
