I am not promoting or discouraging HPE.
It is interest to note that in my area at the 85% TA, the HPE has a higher expected return on average to the farmer (net profit) than the RP without the HPE. This is according to history on U of I's farmdoc.
Obviously, that was not the case for most people with a claim last year.
