A one inch pulley, aka sheave, sounds like it would be too tight of a wrap even for a 5/16 belt. This place called "Small Parts" has all kinds of small pulleys and belts, but for these small applicating a flater timing belt type belt is usually used. I think 1.5" diameter is usually the smallest pulley commonly available.
