Condensation is forming due to the tempurature difference from outside and inside the window, giving mold the moisture it needs to grow. Circulation may help, especially if there are curtains on the windows. You may need to heat or de-humidify the area to get it below 50% humidity. To clean/kill the mold, mix a few tablespoons of TSP (tri sodium phosphate) and some Kitchen Dish detergent (Dawn) in water and scrub the area. This is what we use on Army aircraft to remove mold/mildew. Mold will continue to spread if you do not clean it, so you must do this much if you do nothing else. Keep in mind TSP is used to clean walls prior to re-painting. So while it will not ruin the paint, it may leave it less glossy.
