I would insulate it if it were mine. Being new construction it would be easy enough to use bat insulation between the floor joists & either foam board or spray insulation on the foundation. Never enough insulation IMO & I see you're farther north than us. We live in a 100+ yr old farm house with brick foundation. There's a lot of cracks in the mortar & mortar has come out here & there. Last spring I had the inside of the foundation sprayed with closed cell insulation from above the sills to the ground. Sure has made a big difference in the amount of propane we use in a month & house is much warmer. Money well spent IMO.
