Near-north Ontario, French River | My gut feeling tells me someone was sending trains back and forth to collect( fraudulently of course) a blenders credit of some sort. While the actual biodiesel wasn't unloaded reports, here at least, are stating that cars were added or subtracted from the unit train before it would cross the border each time. I suspect in the end nothing that was 'technically ' illegal was going on, but someone was definitely playing the splash and dash game... in other words not breaking the rules, just severely bending them. |
