You didn't list your test levels or yields so it's hard to say anything with certainty.

200 lb potash should supply enough K for 160 bpa corn even if the soil has almost none, so that's likely enough. That's probably enough P, depends on your test levels and yield goals. More P and less N in the starter might be beneficial if soil tests are really low. Are you planning to apply any sulfur? With low OM, I'd certainly try to have 25-40 lb S in the fertility program.
