There are several long term experiments in Europe that include bare fallow maintained by tillage as one of the treatments.

As I recall, the organic matter levels dropped rapidly at first but eventually (after many decades) stabilized at ~ 1/3 to 1/2 of the organic matter levels in the cropped soils. The stable OM levels are closely related to clay content.
