This isn't going to help for this year, but the best method is to no-till the wheat BEFORE you shred your stalks. Works great. If you graze calves on the wheat, the calves will graze the stalks to the ground and you won't need to shred them at all.

A question: did you flail shred, or shred with a batwing? Most everyone out on the prairie uses a flail shredder and gets the stalks in that 4-6 inches in length range. Doesn't seem to cause much of a problem. The guys who use a batwing shredder really seem to struggle.

Also, are the stalks dry? If they are wet and flexibile, just waiting until they dry out may be your best option. Failing that, you may need to disk deep to turn them into the soil, or find a no-till wheat seeder and drill over the top.
