Not a good idea as Tillage Radish does not grow much of a tuber in the spring. They also go to seed in about 6-8 weeks. They are a totally different crop compared to being planted late summer. That doesn't mean they are worthless- just not what they are capable of doing in the fall. The options for early spring planting of a cover crop with outstanding root penetration are limited but there are a few. Oats and peas are good to be planted late winter. I've seen crimson clover do well planted early spring as well as annual ryegrass. Phacelia would also be good and could be planted anytime there is an opening from now on. that doesn't have tap root penetration but is hard to beat for the top few inches of soil conditioning. Fava beans is anther legume option. All these suggestions assume you will be planting these fields last to allow the covers to get the most growth possible.
I wouldn't think you would have an issue with herbicides assuming they were applied the year before.
