Martinsville, Ohio
Any time you can get the job done in my opinion, Stephan. Last year Allen Dean in Bryan frost seeded cereal rye in January with good results, I have pictures somewhere I can send you.

Personally I would be afraid to throw in 2 pounds of radish but I hear Steve and Garth. I want to encourage the soil critters as much as possible. With manure there are a lot of nutrients and good bugs to put to work.

Radish is ideal sown after the longest day in the year in my experience.
