I'd go for which ever is cheapest...
By this point even if the 24v is a 53 block it's probably not going to break if it hasn't yet, the VP44 has been replaced and the airdog will keep the current pump alive for a long time. And 4 doors is nice.
The 12v will have a more reliable fuel system, but I've personally had more problems with my 12v than any truck I've ever owned, most of it was not engine related.
I'd also look into which truck has had the most recent front end work and track bar. Those Cummins engines are not friendly to ball joints, tie rods, and track bars. And the cost really adds up if you hire the front end work done.
And personally I'd never own a Dodge auto but many people seem to get along with them once they've been rebuilt. Hope this helps
